Prohibits governmental entities in Mississippi from enacting or enforcing regulations that restrict or prohibit the use of any appliance based on the type of utility service (electricity, natural gas, or liquified petroleum gas) required to operate it.

Defines key terms: "governmental entity" includes state agencies and political subdivisions; "utility service" means electrical, natural gas, or LP gas service; "appliance" means devices for cooking, heating, water heating, or similar functions in domestic, commercial, or industrial settings.

Preserves governmental authority to require utilities from authorized providers, prohibit illegal appliance usage, enforce building and safety codes, and ensure safe appliance use per manufacturer recommendations, but prohibits denying permits based solely on appliance type or utility service.

Brings forward existing Mississippi Code sections 77-3-3 and 77-3-201 relating to public utility regulation for possible amendment.

Takes effect July 1, 2024.
