Authorizes the Commissioner of Insurance to establish, implement, and operate a health insurance exchange in Mississippi under the federal Affordable Care Act, including creating advisory boards and applying for federal funding.

Amends Section 83-5-72 to require all life, health, and accident insurance companies and health maintenance organizations to contribute annually to the Health Insurance State Exchange Fund, with total contributions capped at $1,500,000 per fiscal year (increased from $750,000).

Expands the purpose of the Comprehensive Health Insurance Risk Pool Association to assist the Commissioner with exchange creation and operation, and authorizes the Association to develop an online portal aggregating provider, drug coverage, and pricing information to help consumers select health plans.

Brings forward existing statutory sections (83-9-201 through 83-9-222 and 41-83-31) governing the Comprehensive Health Insurance Risk Pool Association and utilization review procedures for possible amendment.

Effective date is July 1, 2024.
