Establishes Mississippi state minimum wage at $15.00 per hour, effective July 1, 2024, replacing the federal minimum wage standard.

Requires annual adjustment of minimum wage on January 1 based on Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) changes measured July 1 to June 30 of prior year, calculated by Mississippi Department of Employment Security.

Prohibits employers from counting tips or commissions toward minimum wage requirements, consistent with federal Fair Labor Standards Act.

Brings forward nine existing Mississippi Code sections for possible amendment to conform with state minimum wage implementation.

Declares intent to increase wages for low-income workers, promote economic strength, and reduce strain on state social service programs.
