Exempts purchases made by the Department of Finance and Administration for renovation, repair, restoration, or improvements to the State Capitol building and grounds from public purchasing law competitive bidding requirements when the buildings are dually designated as both a National Historic Landmark and a Mississippi Landmark.

Extends the exemption to any other historical buildings or sites under the Department of Finance and Administration's supervision that hold both National Historic Landmark and Mississippi Landmark designations.

Exempts such landmark building purchases from review and approval by the Public Procurement Review Board.

Exempts personal and professional services contracts entered into by the Department of Finance and Administration for architectural, engineering, operation, or maintenance services at State Capitol buildings and other qualifying historical landmarks from Public Procurement Review Board oversight.
