Establishes the "Commercial Vehicle Towing Advisory Committee" within the Mississippi Department of Public Safety, comprised of state officials, towing service representatives, commercial motor carrier representatives, and local police representatives, with members serving two-year terms.

Requires the committee to establish statewide maximum towing and storage rates for nonconsensual tows, maintain an approved tow list by county for law enforcement use, and publish a Towing Service Standards Manual by January 1, 2025, including dispute resolution procedures and disciplinary actions.

Prohibits per-pound billing for nonconsensual tows and bans law enforcement officers from receiving compensation or financial interests in towing services; prohibits towing companies from employing "spotters" or soliciting at accident scenes.

Requires towing companies to document vehicle condition with photographs before towing, allow cargo release immediately upon dispute of fees (with 20% payment of invoice required), and provide 24-hour written notice before towing from private property.

Regulates vehicle immobilization device installation by requiring credit card payment acceptance, prohibiting commission-based employee compensation, and mandating conspicuous signage on properties where immobilization devices are used.
