Creates a 20-member Task Force on the Establishment of a Mississippi Delta Regional Health Authority with representatives from hospitals, federally qualified health centers, educational institutions, and state government.

Task force shall study the advantages and disadvantages of establishing a regional health authority in the Mississippi Delta, including governance structure, local hospital authority, and strategic planning for health outcomes.

Members appointed within 30-60 days of the bill's effective date, with the Governor calling the first meeting within 75 days; requires majority vote for decisions and at least 7 days' notice for meetings.

Non-legislative members shall receive per diem compensation authorized by Section 25-3-69 and reimbursement for mileage and expenses, subject to available funding; legislative members paid from their respective house contingent expense funds.

Task force assigned to the State Department of Health for administrative support and must submit findings, recommendations, and any proposed legislation to the Legislature and Governor by November 1, 2024, at which time it shall be dissolved.
