Brings forward Section 31-7-14 of the Mississippi Code of 1972 relating to public contracts for energy efficiency services for possible amendment.

Allows entities (public school districts, junior colleges, hospitals, state agencies) to enter into energy services contracts, energy performance contracts, and shared-savings contracts for energy efficiency equipment and services.

Requires the Energy Division of the Mississippi Development Authority to maintain a prequalified list of energy services providers based on objective criteria including engineering capabilities, project experience, financing ability, and financial stability.

Sets maximum contract terms at 20 years, maximum interest rates on lease-purchase agreements per Section 75-17-101, and requires shared-savings and energy performance contracts to include a guarantee of savings clause.

Section 31-7-14 is set to automatically repeal on July 1, 2025, unless extended by the legislature.
