Authorizes issuance of up to $300,000 in state general obligation bonds to assist the City of Clarksdale, Mississippi with improvements to Sasse Park.

Bond proceeds will fund construction, repair, renovation, and upgrades to Sasse Park facilities including tennis courts, skate ramp, aquatic center, amphitheater, gazebos, fitness court, playground equipment, botanical garden, walking trails, and memorial trees.

Creates a special fund designated "2024 City of Clarksdale Sasse Park Improvements Fund" within the State Treasury to receive and disburse bond proceeds; unexpended amounts and investment earnings remain in the fund rather than reverting to the General Fund.

Bonds may not be issued after July 1, 2028; any remaining fund balance after project completion will be applied to pay bond debt service.

Bonds are general obligations of the State of Mississippi backed by full faith and credit of the state; bonds and income are exempt from state taxation and mature within 25 years.
