Allows county and municipal executive committees to enter written agreements delegating their election duties to circuit/municipal clerks or election commissions, provided the committee's political party meets voter performance thresholds established in Section 23-15-266.

Makes it mandatory for clerks and election commissions to accept written agreements when a committee elects to delegate ALL of its duties (previously optional), while keeping any/partial delegations optional.

Applies these mandatory acceptance requirements to six sections of election law covering poll manager training, ballot distribution, ballot box management, ballot printing, returns canvassing, and related primary election functions.

Requires committees and clerks/commissions to notify the state executive committee and Secretary of State of any agreement entered into.

Takes effect July 1, 2024.
