Amends Section 77-1-11 to prohibit Public Service Commissioners, candidates, and PSC employees from accepting gifts, money, campaign contributions, or pecuniary benefits from "covered persons" related to regulated utilities.

Defines "Covered Person" to include utility owners/agents, anyone acting at their direction, and any person or entity that submits a filing in a PSC proceeding within 48 months before the gift; excludes customers filing individual complaints.

Maintains penalties of at least $5,000 fine and/or at least one year imprisonment for violations, with automatic forfeiture of office for commissioners or employees who violate the prohibition.

Brings forward Section 77-3-14 regarding Public Service Commission certification requirements for electricity generation and transmission facilities, with a carve-out for facilities serving customers under Senate Bill No. 2001, 2024 Second Extraordinary Session.

Section 77-1-11 amendments sunset on December 31, 2027; bill takes effect July 1, 2024.
