Amends Section 43-15-17 of Mississippi Code to expand the definition of caregivers eligible for Department of Child Protection Services payments to include "fictive kin" (adults with strong familial bonds but no blood relation).

Extends payment eligibility beyond biological relatives within the third degree to include godparents, family friends, and other adults who are part of the child's family support system, including relatives beyond the third degree.

Allows the Department to continue making monthly care payments to fictive kin caregivers after legal custody is transferred to them, provided the caregiver has completed foster care training requirements.

Payment amounts for fictive kin care remain capped at up to 100% of the standard foster care board payment amount and are subject to legislative appropriation.

Takes effect July 1, 2024.
