Exempts the statewide coordinator for Junior Reserve Officer Training Corps (JROTC) employed by the State Department of Education from State Personnel Board qualification requirements.

Establishes the JROTC statewide coordinator position as equivalent to a Deputy Director within the State Department of Education's organizational structure.

Requires the JROTC statewide coordinator to be an active or retired member of the military and meet any additional qualifications set by the State Superintendent of Public Education.

Maintains the coordinator's duties including training JROTC instructors, facilitating communication between programs, organizing competitions, developing curriculum, and promoting JROTC participation statewide.

Takes effect July 1, 2024.
