Transfers $4,967,864 from the Capital Expense Fund to five existing special funds: Animal Disease Response ($92,000), Oil and Gas Emergency Plugging ($800,000), Disaster Assistance Trust ($1,575,864), Mississippi Dam Safety ($2,000,000), and Historic Site Preservation ($500,000).

Creates six new special funds in the State Treasury: Opioid Settlement Fund (to receive opioid litigation settlement monies), Forest Improvement Revolving Fund, Volunteer Fire Department Equipment Conversion Revolving Fund, Camden State Forest Revolving Fund, Arts Commission Challenge Initiative Fund, and Public Employees' Retirement System Building Repair and Maintenance Fund.

Amends the Comprehensive Hurricane Damage Mitigation Program to cap financial grants at $10,000 per recipient and requires the Department of Insurance to contract with a third-party administrator (funded at no more than 1% of program appropriations).

Creates the Comprehensive Hurricane Damage Mitigation Program Fund and directs the Mississippi Surplus Lines Association to transfer $5,000,000 into it.

Transfers $259,000 from the Real Estate Commission Fund to the Home Inspector License Fund and updates appropriations to the State Board of Barber Examiners and State Board of Cosmetology to recognize successor boards.
