Clarifies and corrects names and project purposes for the 2023 Local Improvements Projects Fund, including changes to beneficiaries such as changing "Wilkinson County" to "the Town of Centreville" and "Porterville Water Association" specifications for water line improvements.

Revises the purpose of a Jackson State University project in the 2022 IHL Capital Improvements Fund to allow either construction of new residence halls or repair/renovation of existing residence halls and related facilities.

Requires competitive bidding for 2023 Local Improvements Projects Fund contracts exceeding $5,000 but not more than $75,000 (minimum 2 bids) and exceeding $75,000 (minimum 3 bids and published advertisement).

Transfers administration of three infrastructure improvement funds from the Department of Finance and Administration to the Mississippi Department of Transportation: the 2023 DeSoto County, 2023 Lafayette County, and 2023 Gulfport Commerce Corridor infrastructure funds.

Makes technical changes to Section 31-7-13 regarding federal procurement standards compliance (2 CFR 200.317-200.327) and clarifies American Recovery and Reinvestment Act project bidding requirements effective July 1, 2024.
