Authorizes issuance of state general obligation bonds up to $5,000,000 to provide funds to Coahoma County for the Town of Jonestown's 2024 Water and Sewer Improvement Project.

Creates a special fund designated "2024 Coahoma County - Town of Jonestown Water and Sewer Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from issuance, bear interest at rates not exceeding limits in Section 75-17-101 of Mississippi Code, and are backed by the full faith and credit of the State of Mississippi.

Bond proceeds must be used solely for project costs including issuance expenses, with unexpended funds and interest earnings applied to debt service after project completion or abandonment.

Bonds cannot be issued after July 1, 2028, and the act takes effect July 1, 2024.
