Authorizes issuance of state general obligation bonds up to $1,500,000 to fund repairs, renovations, upgrades, and improvements to land, facilities, and roads at Grand Gulf Military Park in Claiborne County, Mississippi, and equipment acquisition.

Creates a special fund designated "2024 Grand Gulf Military Park Fund" within the State Treasury to receive bond proceeds and disburse funds for authorized park projects.

Bonds may mature up to 25 years from issue date at interest rates not exceeding limits set in Mississippi Code Section 75-17-101, with full faith and credit of the state pledged for payment.

State Bond Commission authorized to determine bond terms, manage sale of bonds (by sealed bid or negotiated sale), and handle all issuance and delivery costs from bond proceeds.

No bonds may be issued after July 1, 2028; any remaining fund balance after project completion shall be applied to bond debt service; bill becomes effective July 1, 2024.
