Authorizes issuance of state general obligation bonds up to $8,000,000 for Sharkey County disaster recovery projects, with bonds not to be issued after July 1, 2028.

Authorizes issuance of state general obligation bonds up to $3,000,000 for Town of Rolling Fork disaster recovery projects, with bonds not to be issued after July 1, 2028.

Creates the "2024 Sharkey County Improvements Fund" for projects including emergency management improvements, housing replacement from the March 24, 2023 tornado, hospital construction/renovation, courthouse repair, U.S. Highway 61 widening, industrial park development, business attraction, and workforce development.

Creates the "2024 Town of Rolling Fork Improvements Fund" for projects including emergency management improvements, police department facility construction, U.S. Highway 61 widening, industrial park development, business attraction, and workforce development.

Pledges full faith and credit of the State of Mississippi for bond repayment; bonds are exempt from state taxation and any remaining funds after project completion shall be applied to debt service on the issued bonds.
