Authorizes the issuance of state general obligation bonds totaling up to $126,063,270 for construction and renovation projects at Mississippi Valley State University, with no bonds to be issued after July 1, 2028.

Allocates bond funds for five specific projects: $28,511,200 for a new residence hall; $36,605,325 for O.P. Lowe Education Building repairs; $17,470,945 for Walter Sillers Fine Arts Building repairs; $23,112,430 for Fielding L. Wright Math and Science Building repairs; and $20,363,370 for W.A. Butts Social Science Building repairs.

Creates a special "2024 Mississippi Valley State University Construction, Repair and Renovation Fund" within the State Treasury to receive bond proceeds and disburse funds for authorized projects.

Pledges the full faith and credit of the State of Mississippi to guarantee repayment of bonds; any shortfall in appropriated funds shall be paid from the State Treasury.

Establishes that bonds are general obligations of the state, exempt from Mississippi taxation, and may mature up to 25 years from issuance with interest rates not exceeding statutory limits.
