Establishes the Mississippi ACT WorkKeys National Career Readiness Certificate (NCRC) Scholarship Program beginning with the 2024-2025 academic year for high school graduates earning Platinum, Gold, or Silver WorkKeys certificates.

Provides scholarships to state community and junior colleges covering: 100% of costs for Platinum NCRC, 90% for Gold NCRC, and 80% for Silver NCRC plus qualifying industry certification (tuition, room, meals, books, materials, equipment, and fees).

Requires the Mississippi Postsecondary Education Financial Assistance Board to administer the program and approve scholarships for both full-time and part-time students in associate degree or certificate programs.

Establishes renewal requirements including steady academic progress toward a degree, continuous enrollment, and maintenance of at least a 2.50 cumulative grade point average each semester.

Prohibits students from receiving combined financial aid exceeding total cost of attendance, with scholarship amounts reduced if necessary to comply with this limit.
