Authorizes issuance of state general obligation bonds not to exceed $5,450,000 to fund three stormwater infrastructure projects in the City of Natchez, Mississippi.

Allocates funds as follows: $2,550,000 for Roselawn Subdivision project, $1,600,000 for West Stiers Lane project, and $1,300,000 for Concord Avenue project.

Creates a special "2024 City of Natchez Stormwater Infrastructure Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may mature up to 25 years from issuance, with interest rates not to exceed limits in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State.

Requires bonds to be issued by July 1, 2028; any remaining fund balance after project completion shall be applied to bond debt service.
