Authorizes issuance of up to $5,000,000 in state general obligation bonds, with full faith and credit of Mississippi pledged for repayment.

Bonds may be issued any time before July 1, 2028, and shall mature no later than 25 years from issuance date, with interest rates not to exceed limits in Section 75-17-101, Mississippi Code of 1972.

Creates "2024 City of Natchez Projects Fund" with proceeds allocated as follows: $1,000,000 each for U.S. Colored Troops Monument and Natchez National Historic Park; Mississippi River Bridge lighting; Morgantown Road repairs and drainage improvements; Natchez-Adams County Airport improvements; and Port of Natchez-Adams County loading dock construction.

State Bond Commission authorized to determine bond terms, prescribe form, advertise and accept bids, manage sale and issuance, and pay all incident costs from bond proceeds.

Bonds and income therefrom are exempt from all Mississippi state taxation and constitute legal investments for trustees, fiduciaries, banks, trust companies, and insurance companies; remaining funds after project completion shall be applied to bond debt service.
