Appropriates $294,000,000 from the 2022 Capacity Project Fund to the Mississippi Department of Transportation for fiscal year 2025 for purposes outlined in the MDOT Three-Year Plan.

Appropriates $10,000,000 from the Strategic Multi-Modal Investments Fund to MDOT for fiscal year 2025 for purposes described in Senate Bill 2559 from the 2023 Regular Session.

Requires MDOT to establish project planning policies for preliminary engineering, right-of-way acquisition, and construction projects including cost estimation, initial cost documentation, and approval procedures for cost revisions.

Mandates MDOT track and document costs of consultants, engineers, attorneys, appraisers, and other professional contractors used in infrastructure projects.

Takes effect July 1, 2024.
