Authorizes issuance of state general obligation bonds totaling up to $4,693,200 to fund road, school, and park projects in Washington County, Mississippi, with bonds not to be issued after July 1, 2028.

Road projects funded include: Old Leland Road improvements ($1,400,000), California Street/Robertshaw Road intersection improvements ($1,200,000), U.S. Highway 61 and Mississippi Highway 12 intersection improvements ($200,000), and North Broadway Street improvements ($1,547,410).

Allocates $75,000 for Simmons High School safety-related repairs and renovations, and $270,790 for Paul Love, Jr. Park repairs and improvements.

Creates the "2024 Washington County Projects Fund" within the State Treasury to receive bond proceeds, with unexpended amounts and interest earnings dedicated to debt service on the bonds.

Pledges the full faith and credit of Mississippi for bond repayment; bonds are general state obligations exempt from state taxation and may be issued by the State Bond Commission under specified procedures.
