Authorizes issuance of $5,541,000 in state general obligation bonds to provide matching funds for federal water pollution control programs, with $1,284,000 for Clean Water State Revolving Fund (CWSRF) and $4,257,000 for Infrastructure Investment and Jobs Act (IIJA) appropriations.

Bond proceeds shall be deposited into the Water Pollution Control Revolving Fund with bonds maturing no later than 25 years from issuance and bearing interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Amends Section 49-17-85 to authorize interest and investment earnings on the Water Pollution Control Revolving Fund to be used to pay principal and interest on the bonds authorized by this act.

Designates bonds as general obligations of the State of Mississippi backed by full faith and credit, with deficiencies paid from the State Treasury if fund earnings prove insufficient.

Effective date: July 1, 2024.
