Appropriates $4,987,969.00 in special funds to the State Oil and Gas Board for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 35 permanent full-time positions for the agency with restrictions on salary increases and position escalations without additional funding.

Allocates $1,500,000.00 from the Emergency Plugging Fund to plug, remediate, and restore well project sites outside the Federal Orphan Well Plugging Program scope.

Grants authority to receive and expend up to $200,000.00 from any source for the Comprehensive Data Management Program consistent with federal fund escalation.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2024 and mandates comparable detail in future budget requests to the Joint Legislative Budget Committee.
