Appropriates $8,055,463.00 in special funds to the Pat Harrison Waterway District for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 55 permanent positions and 0 time-limited positions with restrictions on salary escalations and requirements that projected personnel costs not exceed Legislative Budget Office data.

Dedicates $700,000.00 specifically for park facilities repairs (bathhouses and cabins, excluding Flint Creek Horse Trail repairs) and $480,000.00 for dam repairs.

Requires the district to submit a completed park facilities repair report with photos by December 1, 2024, an annual five-year prioritized project plan by July 15 each year, and annual audit reports to the Legislature and Joint Legislative Budget Committee.

Establishes standard appropriation compliance requirements including preference for Mississippi Industries for the Blind in purchasing, deposit of excess funds at interest, and prohibition on incurring obligations exceeding appropriation amounts.
