HB 1787 - Public Service Commission Appropriation

• Appropriates $5,017,322.00 from the State General Fund and $464,494.00 from special funds to the Mississippi Public Service Commission for fiscal year 2025 (July 1, 2024 - June 30, 2025)

• Authorizes 51 permanent positions and 6 time-limited positions within the Commission with restrictions on salary increases and position escalations without Department of Finance and Administration approval

• Establishes performance targets for FY2025 including 169 utility docket cases, 4,600 utility complaints, 900 pipeline inspections, and specific residential electricity pricing benchmarks

• Requires the Commission to report by August 1, 2024, on time expenditures for each regulated entity to the House Public Utilities Committee, Senate Energy Committee, and Legislative Budget Office

• Prohibits use of appropriated funds for purposes outside the Commission's constitutional and statutory authority, and takes effect July 1, 2024
