Appropriates $2,666,616.00 from the State General Fund for the Public Utilities Staff for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Appropriates an additional $80,000.00 from the Project Atlas Fund for expediting services related to Project Atlas.

Authorizes 27 permanent positions and 0 time-limited positions for the agency.

Requires the agency to maintain personnel services expenditures at or below fiscal year 2025 appropriation levels unless new programs or positions are added by the Legislature.

Establishes restrictions on salary actions, position escalations, and use of general funds to replace federal or special funds, with oversight by the State Personnel Board and Department of Finance and Administration.
