Appropriates $588,548.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Appropriates $37,674,607.00 from special funds in the State Treasury to the commission for fiscal year 2025.

Authorizes 9 permanent positions and 6 time-limited positions for the commission with restrictions on salary escalations without new funding and requirements that vacancy funds increase headcount rather than fund promotions.

Allocates $92,000.00 from the Capital Expense Fund for purchase and installation of river gauges to measure erosion and flooding along the Pearl River.

Authorizes the commission to retain proceeds from equipment sales for equipment purchases and to receive and expend bond proceeds in accordance with Section 69-27-331 et seq., Mississippi Code of 1972.
