Authorizes expenditure of $9,078,819.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2025 (July 1, 2024 - June 30, 2025) for bond payments, interest, maintenance, project development, and other authorized expenses.

Authorizes 17 permanent positions and 0 time-limited positions for the district.

Requires the agency to maintain accounting and personnel records in the same format and level of detail as fiscal year 2024, and to submit the fiscal year 2026 budget request in comparable format and detail.

Directs the district to deposit excess operating funds in banks selected by the board of directors, with interest earnings at least equal to state Treasury fund rates.

Requires compliance with Mississippi Code Section 27-104-25 prohibiting state agencies from incurring obligations exceeding appropriations, with responsible officers held personally liable for violations.
