Restricts the board from exceeding fiscal year 2025 personal services appropriations in fiscal year 2026 without legislative approval and requires compliance with salary adjustment restrictions and Internal Revenue Service reporting requirements.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2024 and submit fiscal year 2026 budget requests in comparable detail.
