Appropriates $1,454,080.00 to the State Board of Cosmetology and Barbering for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 17 permanent positions and 0 time-limited positions for the board with restrictions on salary escalations without Department of Finance and Administration approval.

Requires the board to adopt policies prohibiting new wigology licenses while allowing persons holding wig specialist or wig salon licenses issued before July 1, 2014 to continue their practice.

Establishes performance targets including 425 barber examinations, 1,500 cosmetology examinations, 2,879 annual inspections, and complaint resolution within 30 days on average.

Limits board meetings to a maximum of 62 days per year and allocates 25% of funds to former State Board of Barbering and 75% to former State Board of Cosmetology until new board members and executive director are appointed.
