Appropriates $13,913,556.00 from the State General Fund and $8,155,000.00 from special funds to the Mississippi Department of Insurance for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 131 permanent positions for the department with restrictions on salary escalations and requirements that personal services funding not exceed fiscal year 2025 appropriations unless new programs are added.

Allocates $5,000,000.00 from the Mississippi Comprehensive Hurricane Mitigation Program Trust Fund to administer the Comprehensive Hurricane Damage Mitigation Program.

Provides $9,000,000.00 from the Annual Fire Fund and $2,000,000.00 from the Rural Fire Truck Matching Assistance Fund for fire-related purposes including equipment and assistance programs.

Establishes specific performance targets for licensing, fire investigations, inspections, and safety training, with $250,000.00 designated for State Fire Marshal's Office fire prevention services and $3,000,000.00 for the Length-of-Service Award Program for volunteer firefighters.
