Appropriates $8,302,224,295.00 total to the Governor's Office - Division of Medicaid for fiscal year 2025 (July 1, 2024 - June 30, 2025) from General Fund ($847,968,406), Medical Care Fund ($940,637,381), special source funds ($6,451,388,505), and Health Care Expendable Fund ($63,230,003).

Authorizes 927 permanent and 82 time-limited positions for the Medicaid division with restrictions on salary escalations and salary adjustments for current employees unless new positions are added by the Legislature.

Requires monthly financial and statistical reports to the Legislative Budget Office and PEER Committee detailing spending across medical, CHIP, dialysis transportation, and waiver programs, along with cash flow projections.

Allocates funding for specific programs including $2.75 million for dialysis transportation for elderly and disabled patients, $2.64 million for presumptively eligible pregnant women, and continued support for 4,100 Department of Rehabilitation Services waiver slots and 2,950 Department of Mental Health waiver slots.

Sets performance targets for administrative services, medical services, CHIP enrollment, and home and community-based waiver programs across multiple categories including emergency room visits, provider metrics, and recipient enrollment numbers.
