Appropriates $257,659.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2025 (July 1, 2024 through June 30, 2025).

Authorizes 1 permanent full-time position for the board with no time-limited positions.

Requires the agency to maintain personal services expenditures at or below FY 2025 appropriated levels unless new programs or positions are added by the Legislature.

Directs the State Personnel Board to determine annualized payroll costs and prohibits salary actions except for essential new hires if FY 2025 projected costs exceed appropriated amounts.

Mandates the agency maintain complete accounting and personnel records in the same format and detail as FY 2024 and submit FY 2026 budget requests in comparable detail.
