Appropriates $793,207.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 5 permanent positions and 0 time-limited positions for the board, with restrictions on salary increases and requirements that fiscal year 2026 personal services funds not exceed fiscal year 2025 levels unless new programs or positions are added.

Allocates $259,000.00 of the appropriated funds to the Home Inspector Board created under SB 2788 from the 2024 regular session.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2024, and mandates that fiscal year 2026 budget requests follow comparable formats.

Establishes requirements for competitive bidding with preference given to Mississippi Industries for the Blind and prohibits the agency from incurring obligations exceeding the appropriation.
