Allows disabled veterans to appeal court decisions in forma pauperis (without prepayment of fees or costs) when a creditor seeks to collect debts from the veteran's disability benefits from the VA, Social Security Administration, or other sources.

Requires disabled veteran defendants to file a motion for leave to proceed in forma pauperis in the trial court along with an affidavit establishing disabled veteran status, with written explanation required if the motion is denied.

Permits disabled veterans who were allowed to proceed in forma pauperis in trial court to continue doing so on appeal without further court authorization, unless the trial court certifies in writing that the party is no longer disabled.

Allows disabled veterans denied in forma pauperis status by trial court to file a motion in the Mississippi Supreme Court within 30 days, accompanied by the trial court affidavit and written reasons for denial.

Takes effect July 1, 2024.
