Requires the agency to maintain accounting and personnel records in same format as fiscal year 2024 and submit future budget requests with comparable detail.

Establishes spending restrictions including prohibiting salary increases unless new funding is available and requiring preference for Mississippi Industries for the Blind in purchases when bids are equal.
