Appropriates $84,682,355.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2025 (July 1, 2024 - June 30, 2025) to cover agency expenses and new home loans.

Authorizes 19 permanent positions with restrictions preventing salary increases for existing employees unless new programs or positions are added by the Legislature.

Requires agency to maintain complete accounting and personnel records in the same format as fiscal year 2024 and submit fiscal year 2026 budget request in comparable detail.

Authorizes the Veterans' Home Purchase Board to escalate, budget, and expend up to $10,000,000 from any source for making new home loans in accordance with Department of Finance and Administration regulations.

Requires expenditures to comply with state law limiting agency obligations to appropriated amounts and mandates preference for Mississippi Industries for the Blind in commodity and equipment purchases when bids are equal.
