Allocates $113,884,109.00 from the Education Enhancement Fund for specific programs including literacy initiatives ($6,805,774.00), early learning collaboratives ($21,210,526.00), math coaches ($5,000,000.00), and support for specialized schools.

Authorizes 329 permanent and 124 time-limited positions for the State Department of Education, with restrictions on salary actions and requirements that personal services expenditures not exceed appropriated amounts without legislative approval.

Provides $12,513,420.00 for public school employee health insurance premium increases and $8,427,614.00 for a one-half percent increase in employer retirement contributions.
