Appropriates $11,126,235.00 from the State General Fund and $4,857,621.00 from special funds to the Mississippi Library Commission for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Authorizes 48 permanent positions and 1 time-limited position for the agency, with restrictions on salary escalations and requirements that personal services expenditures not exceed fiscal year 2025 appropriations unless new programs or positions are added by the Legislature.

Allocates $4,584,389.00 for health insurance costs for full-time library staff members in public libraries across Mississippi.

Requires $1,350,000.00 minimum expenditure for the MAGNOLIA Database and designates $350,000.00 from the Education Enhancement Fund for MAGNOLIA.

Establishes performance measures for fiscal year 2025 including 1,150 help desk tickets resolved, 30 continuing education workshops, 120,000 children in summer library programs, and 35,000,000 searches on MAGNOLIA.
