Authorizes issuance of state general obligation bonds not to exceed $7,258,020.00 to assist Washington County, Mississippi with various infrastructure and improvement projects.

Creates "2024 Washington County Projects Fund" as a special fund within the State Treasury to receive bond proceeds and disburse funds for specified projects.

Allocates bond funds for nine specific projects: Chambers Middle School ($300,000), Old Leland Road ($1,400,000), California Street/Robertshaw Street intersection ($1,200,000), U.S. Highway 61/Mississippi Highway 12 intersection ($200,000), Simmons High School ($75,000), Broadway Street Extension ($1,547,410), park improvements ($1,547,410), Sarullo Circle ($648,064), and Mourning Dove Street ($340,136).

Pledges full faith and credit of the State of Mississippi for bond repayment; bonds are exempt from state taxation and qualify as legal investments for fiduciaries and financial institutions.

Establishes July 1, 2028 as the deadline for bond issuance; State Treasurer authorized to certify warrants for principal and interest payments as they become due.
