Authorizes issuance of state general obligation bonds not to exceed $5,700,000 to fund repair, renovation, upgrades, and improvements to Rose E. McCoy Auditorium at Jackson State University.

Establishes "2024 Jackson State University Rose E. McCoy Auditorium Fund" within the State Treasury to receive bond proceeds and disburse funds for the auditorium project.

Bonds may mature up to 25 years from issuance, with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and may be redeemed before maturity at state's discretion.

Bonds are general obligations of Mississippi backed by full faith and credit of the state; if appropriated funds are insufficient for debt service, State Treasurer must pay from general Treasury funds.

Authorizes State Bond Commission to issue bonds without further proceedings; no bonds may be issued after July 1, 2028.
