Authorizes issuance of up to $4,693,200 in state general obligation bonds to fund projects in Washington County, Mississippi, with maturity not to exceed 25 years and interest rates within statutory limits.

Creates the "2024 Washington County Projects Fund" within the State Treasury to disburse bond proceeds for six specific projects: Old Leland Road improvements ($1,400,000), California Street improvements ($1,200,000), U.S. Highway 61/Mississippi Highway 12 intersection improvements ($200,000), Paul Love, Jr. Park repairs ($270,790), Simmons High School traffic warning system ($75,000), and North Broadway Street improvements ($1,547,410).

Pledges the full faith and credit of the State of Mississippi to pay principal and interest on bonds; any insufficiency shall be paid by the State Treasurer from unappropriated state funds.

Bonds are exempt from Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, banks, and insurance companies operating under state law.

Authorizes the State Bond Commission to determine bond terms, advertise and accept bids, sell bonds by sealed bid or negotiation, and requires no bonds to be issued after July 1, 2028.
