Appropriates $250,000 to the University of Mississippi Medical Center for fiscal year 2025 to conduct a review and publish a report on medications, treatments, and health care services available to Medicaid recipients with rare diseases.

Requires the review to assess whether current Medicaid coverage is adequate, whether additional medications or services should be added, and whether access barriers exist due to reimbursement methodologies.

Mandates the review include evaluation of health care transitional programs for emerging adults with rare diseases, emergency provider training for vaso-occlusive crises, and hospitalization/emergency visit data for patients experiencing pain crises more than twice yearly.

Requires assessment of current and projected reimbursement frameworks for rare disease therapies in inpatient hospital settings and evaluation of whether reimbursement methodologies can be modified to improve access, including actual acquisition cost reimbursement or outcomes-based payment arrangements.

Effective July 1, 2024.
