Authorizes issuance of up to $150,000,000 in state general obligation bonds to assist the City of Greenville, Mississippi with infrastructure projects.

Allocates up to $4,500,000 for upgrades and improvements to the Greenville Downtown Corridor (Washington Avenue, Poplar Street, and Walnut Street).

Allocates up to $146,310,510 for rehabilitating the city's sanitary sewer system to comply with partial consent decree requirements and upgrading water system distribution, production, metering, billing, and fire protection systems.

Creates a special "2024 City of Greenville Infrastructure Projects Fund" within the State Treasury to receive bond proceeds and disburse funds for the authorized projects, with unexpended amounts and investment earnings used for bond debt service.

Bonds must be issued by July 1, 2028, and are backed by the full faith and credit of the State of Mississippi with principal and interest exempt from state taxation.
