Appropriates $26,687,307 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration Bureau of Building, Grounds, and Real Property Management for capital projects through June 30, 2025.

Eligible projects include water infrastructure (CWSRF, DWSRF, lead remediation, stormwater), ventilation systems, COVID-19 mitigation improvements, congregate living facility services, state park improvements, and other ARPA-compliant projects excluding broadband.

Prioritizes investment in drinking water, wastewater, and stormwater infrastructure unless the entity operates a congregate living facility or other specific purposes apply.

Prohibits use of funds for employee premium payments and requires departmental certification that all expenditures comply with U.S. Treasury guidelines for ARPA funds.

Requires annual reporting to the Joint Legislative Budget Committee by October 1 detailing funded projects, allocated amounts, expenditures, and project status.
