• Appropriates $30,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for the ARPA Rural Water Associations Infrastructure Grant Program for the period from passage through June 30, 2025.

• Requires the department to verify each expenditure is eligible under Section 602 of the federal Social Security Act (ARPA) and that recipients have not received duplicate reimbursement from other sources.

• Department must comply with federal Single Audit Act requirements and Uniform Guidance standards for internal controls, sub-recipient monitoring, and audit requirements.

• Department must certify all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund, with improper expenditures requiring repayment by the department or recipient.

• Funds must be awarded to eligible entities that have not received funding in prior rounds of this grant program.
