Appropriates $600,000 from the Coronavirus State Fiscal Recovery Fund to the City of Jackson for repairing and renovating blighted, abandoned, and/or dilapidated housing in House District 69 for fiscal year 2025.

Requires the City of Jackson to determine independently that each expenditure is necessary and eligible under Section 602 of the federal Social Security Act as implemented by the American Rescue Plan Act of 2021.

Mandates the city verify that recipients have not received and will not receive reimbursement for expenses from insurance or other sources before disbursing funds.

Requires all funds to comply with the Single Audit Act and federal Uniform Guidance regarding internal controls, sub-recipient monitoring, and audit requirements.

Makes the City of Jackson or improper recipients liable to repay the State of Mississippi any funds determined by federal Inspectors General to have been expended in non-compliance with Treasury Department guidelines.
