Authorizes issuance of state general obligation bonds not exceeding $5,000,000 to assist the City of Greenville, Mississippi with water and sewer system improvements.

Creates the "2024 City of Greenville Water and Sewer Systems Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

State Bond Commission authorized to issue bonds through public sale with sealed bids or negotiated sale, with notice published in Jackson-area newspapers at least 10 days before public sales.

Bond proceeds and investment earnings used for water and sewer improvements; any remaining funds after project completion applied to debt service on the bonds, with no bonds issued after July 1, 2028.
